The name could denote a person, the Egyptian province, of which Oxyrhynchus was the capital, or 'Arcadia' in Greece. If it's a personal name, it might refer to the daughter of the emperor Arcadius. The Ionic ending of the word perhaps points to verse, but not necessarily (see P.J. Parson's introduction to the text in P.Oxy. 68 4671, p. 110).
